NDFD XML: Period Time and Name Fixes

The NDFD SOAP service period times were corrected so that the start-valid-time tag picks up where the previous end-valid-time
tag left off. Prior to this fix, there was a one hour difference between start and end times. The release also handles the
case where there is old data from the provious night still in the database. The period name will now read
“Last Night”. The period name for overnight data being requested after midnight, but before 6 AM, will now read
“Early This Morning”.
